Observers

Instead of providing sparse observers all over the place, we decided to go with the dramatic undertaking of having every game in one division observed. This way you know what your getting. We hope some day to have observers at least available for every game, but for now Division 1 Open will be our main target.

As per UPA rule, all observers will be UPA certified.
